This page was created to improve transparency of the hard work being done by the HOA Board and the costs associated with this work. The goal is to provide a high-level overview of our current projects and estimated costs.

Name: HOA Managed Wood Fence Repairs/Staining

Name: Sports Court, Blue park sidewalk & Sidewalk path between 229th PL SE & 230th PL SE

Description: These sidewalks are covered in moss due to having heavy tree cover. Julie Ann is obtaining an updated bid to include the sidewalk for the blue park from a handyman. Alaina is partnering with neighbors to see if we can use their water hook-ups to complete this work.

Name: Speeding Issues within the Neighborhood

Description: In the early planning stages to try to identify options for decreasing speeding issues within the neighborhood. Added questions to the 2024 Survey to ask homeowners their preferences surrounding how to improve speeding issues.

Name: Tree Replacement at Entrance on Kent Kangley
Project Manager: Kristin Jones
Description: VPS notified we had an additional tree fall down and now have a total of 4 trees needing replacement. Confirmed with City of MV these trees are our responsibility to replace per our plat. Also confirmed there is no need for a traffic revision to replace them as long as work remains within the sidewalk. Obtaining an estimate from VPS for replacement.

It was decided during the October 2023 Board meeting that after closing the fence to Kent Kangley there have been less issues. The cost of this project seems to be more than $25,000 and at this time the investment was declined.

Name: Landscaping clean up and new landscaping along new fence on Kent Kangley by the Reserve

Description: There is overgrowth behind several homes along Kent Kangley that needs attention. In addition, the placement of the new fence to block off the path into the area, formerly known as The Reserve, needs landscaping to align with the rest of the neighborhood. This should help reduce people parking in that area.

Description: The current benches are not safely designed, damaged, and the concrete pads are breaking beneath them. In addition, the picnic table at the phase 3 park is damaged. For safety, these items should be removed and replaced.

Name: MARC Entrance Landscaping Redesign

Description: Goal is to update the landscaping throughout the entrance and front of neighborhood beginning in 2022. This upfront investment will help us to reduce maintenance and water costs in the long run. Prioritization of projects will be required due to large expense. Redesign of the front entrance began on Friday, February 25, 2022.

Description: Goal is to update the landscaping throughout the entrance and front of neighborhood beginning in 2022. This upfront investment will help us to reduce maintenance and water costs in the long run. Prioritization of projects will be required due to large expense. Description: To be able to safely walk on sidewalks, tree branches should be trimmed to a minimum of 8 ft above. Notifications will be sent to homeowners and if not trimmed, our landscapers will trim and bill affected homeowners. Final walk through occured and affected homeowners were billed.

Final Costs: $4,532 for 22 trees (removal); replacement will be absorbed into Landscape Improvement project.

In addition, during the survey we were provided feedback about concerns of branches by the small park. We are investigating to locate these concerns.

Description: In response to our MARC Survey, street parking was a common theme of concern. Enforcement of street parking is the responsibility of the whole neighborhood as residents to hold each other accountable for the safety of our streets. It was decided that starting a Parking Safety Committee made up of volunteers who monitor parking violations. In addition a way to volunteer for this committee will be posted on the website. In addition, a new requirement for all residents to register their vehicle information will be required starting in 2023 to assist in improving compliance notices to the correct homeowners. Only cost for the project currently known is to purchase vests which will identify the Parking Safety Committee.

The city has marked with spray paint identified sidewalks in 2022, but then did not complete the repairs. The damaged street sign has been resolved in 2022. Currently working with city to have the sidewalks re-painted, adding some additional areas of concern.

Name: Kent Kangley Walk Through Closure with Fencing + Repairs

Description: After multiple complaints of safety issues related to loitering in the Reserve section of the neighborhood, a stolen vehicle, and drug paraphernalia being found at the park - it was decided to close off the walk-through off of Kent Kangley. The day after it was erected, the child of a resident in MARC kicked a whole in the fence. This required a repair and those costs were passed on to the resident. A 2nd repair was required following a second event of someone creating a hole in the fence, but we were unable to find the culprit, so the HOA paid for these repairs. The final stage is painting the fence which is currently in process of obtaining bids.

The ATC portal currently doesn't possess the option for owners to self-complete their vehicle/tag info, as a result 3 work arounds were created 1. a survey to electronically collect this information. 2. PDF which can be emailed 3. a PDF which can be mailed to ATC. This was communicated via email on 6/15/23 and via postal mail to all homeowners before the first week in July 2023. The option for owners to self-complete in the portal is on an enhancement list for ATC.

Name: Improving the Violation Reporting Process

Description: The board had noticed that violation notices were not always being sent out when issues were reported and this was affecting the ability to properly enforce the governing documents of MARC. In partnership with ATC adjustments were made to their processes to improve the violation process. In an effort to improve transparency, the board will be publishing monthly graphics showing the amount of violations sent out each month. Currently, there is a work around in place for fine violations which requires ATC to manually input these to ensure notices are being sent. They will continue to develop their process for a more streamlined process for fines.
